Regional dialogue for co-creation on nutrient management solutions

Between September and November 2025, the NPower project organised a first round of workshops across its four Regional Clusters. These workshops were conceived as early engagement spaces to foster dialogue, build trust, and bring together stakeholders from key sectors linked to nutrient management.

The primary objective of this first phase was to listen: to understand regional realities, map priorities, and gather insights that will advance the co-creation of NPower’s governance, policy-oriented solutions, and identify relevant Best Management Practices at regional and EU level.

The workshops took place across Spain, Belgium, Finland, and Ireland, reflecting a wide diversity of nutrient pressures, sectoral structures, climatic conditions, and governance contexts. Together it drew a picture of how nitrogen (N) and phosphorus (P) are managed across Europe.

Across all regions, the workshops brought together a broad and diverse group of stakeholders, including practitioners, sectoral organisations, researchers, technology providers, public authorities, and regional networks, representing the key emitting sectors addressed by NPower: Agriculture, Water and waste management, Industry, Energy and transport, and Other primary sectors, such as aquaculture. 

In total, close to 300 participants attended the workshops, contributing insights grounded in real operational and regulatory contexts. Beyond participation, this also led to a strong level of formal engagement: 115 stakeholders officially joined the Regional Clusters, confirming their interest in remaining involved in the project’s future activities.

While each Regional Cluster has its own specificities, several common patterns emerged across all the Multi-Actor Transition groups:

This is the starting point of a longer journey. With three years of work still ahead, NPower remains open to new stakeholders interested in contributing, participating, and co-creating solutions within the Regional Clusters.
